Albury police inspector Tony Moodie said the L-plater, 19, was racing along Burrows Road, Lavington, mid-morning.
The teenager was handed an infringement notice for more than $2000 and his licence was suspended.
Insp Moodie said the teen’s behaviour was “ridiculous” in a street where children could have been out on Christmas Day.
“There is not excuse for that sort of behaviour,” he said.
