In the lead-up to the poll, Voice for Indi will create a people’s charter as a guideline for candidates about the key issues for those in the area.
The group, led by convener Cathy McGowan, is yet to rule out running its own independent candidate.
Ms McGowan, a well-known rural consultant, said that would depend on feedback from residents about their appetite for an independent.
She was yet to make a decision on whether she would be a candidate.
Already residents had shown they wanted improvements in the predictable areas of transport, broadband, health, education, environment and employment.
Businessman and former Wodonga councillor John Mahony is another member on the 11-person committee.
Mr Mahony said the group was about increasing the focus on grass-roots issues.
Briefings will be held in Wodonga, Wangaratta, Benalla and Mansfield.
