The green Ford Territory travelling north-bound lost control and hit a fence on a median strip in the middle of the highway near the Borella Road exit.
Albury Police highway patrol Sgt Matt Zemaitis said investigations into the cause of the accident and whether another car was involved were continuing.
About 10 minutes later, in the slowed traffic, a female P-plater driving a white Mitsubishi Lancer rammed a trailer carrying a boat.
The boat and trailer, towed by a male driving a Nissan Navara, are both suspected to be write-offs.
Albury firefighters and police closed the road for about half an hour.
