It is believed a car was travelling south on Churchill Avenue when it lost control and struck a pole near Back Wandiligong Road just before 1am.
The driver of the vehicle, a man from Bright, fled the scene on foot but is now in custody.
The passenger in the car, who is yet to be formally identified, died at the scene.
Churchill Avenue remains closed to traffic.

MEANWHILE, a man has been arrested following a police pursuit in Yarrawonga this morning.
Police attempted to intercept an alleged stolen Mitsubishi van on the Murray Valley Highway, near Woods Road about 1am.
The driver of the van failed to stop and continued travelling west through Yarrawonga, allegedly reaching speeds of 142km/h in a 100km/h zone.
Police deployed stop sticks on the Murray Valley Highway, east of Chapel Road, and the van stopped near Lonergan Road.
The driver, a 35-year-old Yarrawonga man, attempted to flee but was arrested at the scene.
