V/Line shut the service for the run between Seymour and the Border for the 7.10am train from Southern Cross station.
A spokeswoman said food and drinks were available from the buffet car for the stretch between Melbourne and Seymour.
“We let passengers know they should purchase things before they got off at Seymour, and that people getting on at Seymour could buy food and drinks from the station cafe,” she said.
The spokeswoman said travellers had more time to buy food at Seymour because of a slightly longer stop at the station.
“And obviously we have drinking water on board so you’re not going to go thirsty,” she said.
The spokeswoman said as it was a staffing issue, the buffet closure was out of V/Line’s control.
