Entries for the 27-hole championship have been extended until 5pm on Wednesday.
But Baillie, who captained his club to a scratch pennant title in a stellar season last year, won’t be waiting to nominate.
“No it’s a title that I look forward to each year,” the three-time champion said.
“Last year was tough at Benalla with the conditions of the course and the pin placements but given the wet weather you would expect the greens will be softer but still roll well.
“The big question is who will turn up for the tournament.
“Clearly Zach Murray being overseas is a plus for us, but Nathan Schneider has been in great touch lately, while Wodonga have three or four players who are exceptional on their home track.”
In addition to the men’s scratch stroke competition there will be a range of events for different grades, handicap, nett, juniors and seniors as well as teams events.
Clubs also need to nominate their teams by the Wednesday afternoon deadline.
