Winds up to 90kmh are forecast for the region, prompting the warning about 3.40pm today.
The SES advises people to move vehicles under cover or away from trees, secure loose outdoor items and keep clear of fallen power lines.
People are also warned against walking, riding or driving in floodwater, and are told to keep clear of creeks and storm drains.
According to the bureau, a strong cold front lies over western Victoria with an associated low pressure system west of Tasmania.
