Cooper and Mitta United player James McInerney each received a two-week suspension for striking after an AFL Victoria investigation into the fiery clash at Dederang on July 5.
Cooper and the Bombers had accused an opponent of kicking Cooper in the eye during the scuffle, however, the tribunal ruled there was not enough evidence to suggest that was the case.
Police have also been looking into the matter.
