The Raiders kept the Bulldogs scoreless in the final term after just three points separated the sides at the last change.
The Raiders wasted plenty of chances in front of goal in the dying stages of the game but their dominance down back ensured they hung on.
“It was just a really good contest,” Wodonga Raiders coach Mark Ardern said.
“It could have gone either way.
“They came back at us hard in the third and it was a struggle from there.”
Brad Ellis was dynamic for the Raiders across half-back and won the medal as the best player on the ground.
Cameron Fowler stood tall at centre half-back, Jake Bradshaw was good in the ruck, while Jarrod Ardern, Declan Rafferty and Hayden Clarke also came under notice.
Hudson Garoni was Wodonga’s best.
Scots, meanwhile, proved too strong for Albury Gold in the Division 2 decider.
Scots led at every change to run out winners 7.9 (51) to 4.6 (30).
Division 2 league best and fairest winner Will Holmes kicked three goals and was best on ground for Scots.
Sam Crozier and Ray Leonard also impressed.
