Known for playing the national anthem on piano accordion before council meetings, Cr Croucher said he had been proud to represent Tangambalanga and Kiewa.
Councillors Bernard Gaffney and Jenny O’Connor confirmed they would again stand for election.
Cr O’Connor said linking heritage and modern tourism would be important over the next four years, along with renewable energy and creating employment for young people.
She said she was keen to run for mayor if re-elected, but former mayor Gaffney said he was happy to remain just a councillor.
Mayor James Trenery and councillors Emmerick Teissl, Barbara Murdoch and Roberta Horne had yet to announce if they would run for election again.
