Veronique Janel said fixing the rundown Kelly Park netball centre required the council to go beyond rates revenue and chase funding.
“They don’t have a good capacity with internal people able to find the money and do some good grant writing,” Ms Janel said.
“There is an issue there internally, it’s a lot to do with the thinking that it’s a lot easier to raise rates rather than go external.”
Ms Janel met netball chiefs on Wednesday night to discuss the courts which an audit deemed flawed.
She said it was apparent there was a lack of confidence in the council because of a lack of communication.
