The small white hatch crossed the border into Wodonga about 12am on Sunday.
Her partner was nearby at the time of the incident.
The car sped off from officers and was last seen travelling through High Street.
Detective Senior Constable Andrew Leonard said the witness had taken evasive action to avoid the car in Albury.
“She spoke to police members and passed on some observations she had made,” he said.
“Both members were shaken at the time.
“It’s an appeal across both cities for this lady to contact me, because I think she might be able to help us with some further information.”
The region’s top officer, Superintendent Paul O’Halloran, said the incident was “shocking”.
The woman and anyone else with information can call (02) 6049 2600 or 1800 333 000.
