Moira Shire has committed $200,000 in its draft budget for detailed design work for the library to be created at the back of the town hall.
The existing library, managed by Goulburn Valley Libraries, is situated further north on Belmore Street and reached its useby date.
Nine locations were investigated before settling on the town hall on the corner of Belmore and Orr streets.
“Public libraries are no longer purely repositories for books, increasingly they are hubs of community interaction, social well-being, learning, creativity and new technology,” Moira mayor Gary Cleveland said.
“Once the concept plan is confirmed we can begin development of the site masterplan, the project scope and a business case.”
The existing Yarrawonga library services a population of 9115 residents with the catchment area to grow to 11,210 residents by 2026.
The top three reasons for the town hall site were its central location, being in council ownership and situated opposite the Yarrawonga bus stop.
