Emergency services were called to Lawrence Street, near Gayview Drive, about 8.45am on Tuesday.
A Toyota Kluger had pulled out in front of a Camry, causing damage to both cars, during thick fog.
The Camry driver appeared to have injured her back and was assessed by paramedics.
Sergeant Luke Fogarty said it was “imperative” for people to use lights in fog.
“We are finding there are quite a few cars out there that are not using their headlights in conditions like this,” he said.
“It's very dangerous – you just can't see who's coming without their lights on.”
The offending driver was issued an infringement notice for failing to give way.
