Borella, who topped the competition batting aggregate last season with 670 runs at 44.67, will take over the job from Brendan Simmons.
Simmons is set to continue playing at Bunton Park.
Matt Kirkwood will coach North Albury as the Hoppers attempt to build on this year’s preliminary final loss to Wodonga.
Off the field, the club has also made changes with Chris Barrott taking over from Rod Barton as president.
Barrott has previously been vice-president.
“We hope to have more information in regards to players in the next couple of weeks,” Barrott said.
Ashley Hulme, who played four matches for North Albury in 2015-16, has been linked to the Hoppers and would add even more firepower if he found his way back to the club.
Wodonga, Lavington, North Albury, East Albury, Tallangatta and Belvoir played off in last season’s finals.
