Rutherglen was home to the second biggest division one prize, after a retired couple won $15 million in October.
Mill Park and Newcomb topped the Lotto hotspot list, with four division one winners each.
Followed by Melbourne CBD, Merlynston/Coburg, Mulgrave, Colac and Wodonga, who all saw three division one wins.

Tatts spokesperson Bronnie Spencer said a total of 67 millionaires were created across Victoria during the 12 month period – the second highest of any Australian state and territory.
“While it’s exciting to reveal where the most lotto wins occur, it’s important to remember that lottery games are entertaining games of chance and every number on your ticket has an equal chance of being drawn, no matter where you buy your ticket,” Ms Spencer said.
“We’ve seen clusters of division one wins in certain areas in each state, these vary from year to year and in 2017 we’ve seen division one wins land far and wide across Victoria in both metropolitan and regional areas.”
