Smith, who played seven matches for the Blues in 2015 and 2016, has already trained with the Hoppers on several occasions.
He made his AFL debut against Richmond in the first game of the 2015 AFL season.
The 22-year-old is originally from Perth.
The coup comes on top of North Albury signing former Adelaide Crows player Chris Schmidt as co-coach, along with former Hopper players Isaac Muller and Mitch Mahady.
