Daniel Andrews presented Mr Briese, 20, with the award on Sunday at a ceremony at Government House in Melbourne.
“Full praise to Riley for giving young transgender people a lifeline,” Mr Andrews said.
Mr Briese, who works for Gateway Health Gender Service, received $10,000 for the charity of his choice and the Dame Elisabeth Murdoch Trophy.
