Shaun Crighton, 19, died when he crashed the Ford utility into a tree on East Street on September 4.
The vehicle caught alight in the crash.
The vehicle had been reported stolen from Wodonga, and Albury officers were alerted over the NSW Police radio system.
The critical incident was launched as police had a connection to the incident, but they said at the time the utility was not being pursued.
They had not activated their lights and sirens.
It appears the utility did not brake before hitting the tree.
Assistant Commissioner Peter Barrie said police had seen the car, but had not chased it.
The investigation has been completed and the report will be handed to the coroner for further investigation.
The content of the report is unclear.
A date for an inquest has not been set.
