Oates, who plays for Banks, polled 20 votes to win by three in his second year with the club.
“DJ’s really enjoying his footy up there,” Oates’ former coach Luke Brauer said.
“We’ve begged and pleaded for him to come back but he just loves the lifestyle.
“He’s a fantastic ruckman.”
Oates was a solid performer in the Ovens and Murray before switching to the Hume league.
Division one is the second strongest competition in the Northern Territory under the Premier League which Wodonga Raider Brodie Filo and Albury’s Elliott Powell played in this season.
Raiders recruit Daniel Bowles has been playing division one.
Meanwhile, former Howlong player Rohan Davies has edged out Jaise Coleman to win the division two award.
