Kieran Williams-Dale, 19, appeared in Wodonga Magistrates Court on Tuesday, a week after the cherry picker was destroyed.
Police allege Williams-Dale was with a group of four mates at Willow Park when they found the machine.
The Wodonga man allegedly told the others not to touch it, as it would leave fingerprints, and used his shirt to lift the cover.
The fuel line was identified and severed, spilling out diesel, before the 19-year-old allegedly set it on fire.
Detective Sergeant Graeme Simpfendorfer told the court there were concerns for his mental health and escalating behaviour.
“The behaviour now is at that critical end,” he said.
Bail was opposed, but the detective said he would like to see supports in place if Williams-Dale was released from custody.
Bail was granted with multiple conditions.
