The Hoppers recorded a 66-51 victory against the Spiders at Culcairn on Sunday to go through the entire season undefeated.
Norm Honeys rink was the standout on the day, finishing with a 24-12 result against Phil Slater.
Allen Ross side got over the line, 21-17, against John Dawson's quartet.
Howlong's sole rink win came thanks to Ian Doolan's 22-21 triumph against Stephen Broad.
North Albury spokesman Steve Martini admitted the Hoppers were confident heading into the final.
"We snuck through on Saturday, but the focus wasn't so much on revenge, it was about bowling as a unit," Martini said.
"All three rinks bowled really well and we looked after the main scoreboard.
"There wasn't an outstanding team member, it was a team performance.
"Ribsy (Ian Doolan) bowled really well for Howlong and Salty (Ross) was fantastic all weekend.
"We started really well, Broady's side picked up seven shots on the first two ends and we controlled the tempo of the game from there."
While revenge wasn't the driving force for the Hoppers going into the decider, Martini admitted it was sweet to get one back on Howlong.
"It never gets spoken about, but these guys I bowl with are all like brothers and we know what to do," Martini said.
"I've been bowling 15 years and never gone through a season undefeated.
"It was also good for Danny (Czuczman) to win his first premiership ever after coming across from Chiltern."
North Albury received a massive scare in Saturdays semi-final, scraping through by a shot against Lavington, 63-62.
Scores were level overall with one end to play in the match between Norm Honey and Darren Moore.
Honey's lead Brett Furze drew to within a foot with the first bowl and it remained until the end to secure victory for the Hoppers by the barest of margins.
Howlong cruised past Henty, 65-48, in the second semi-final.
In other results, Holbrook upstaged table-toppers Commercial, 78-53, in the grade four grand final at North Albury on Sunday.
Lavington were declared grade five premiers with a 64-51 victory against North Albury at Walla.
The Panthers booked their place in the decider after beating Howlong, 62-57, in the semi-final on Saturday, while the Hoppers edged out Oaklands in a thriller, 56-55.
Holbrook made it two wins from two with its grade six outfit beating North Albury Yellow, 79-49, to claim the pennant title at Lavington on Sunday.
North Albury Yellow upset Commercial, 67-58 in the semi-finals, while Holbrook accounted for North Albury Green, 66-59.
The premiers will advance to the Zone 8 finals in June, with venues for each grade to be determined.
