The Wangaratta man tested positive to methamphetamine on Rangeview Avenue about 5pm on Tuesday.
A search located about 4.5 grams of ice and about a gram of marijuana.
A baseball bat and tomahawk were also located inside the car, along with smoking paraphernalia.
The man was bailed to appear before the Wangaratta Magistrates Court at a later date.
