The corporate services director has been part of the Rural City of Wangaratta since its formation, coming over from Oxley Shire where she had worked for three years.
She was promoted to finance manager in 2003 and moved to her final position four years ago.
An announcement on a replacement corporate services director is expected in coming weeks.
Well known in the Everton community, Mrs Kneebone planned to spend more time with her family, including her young grandchildren.
“I consider myself lucky to have worked at council where the decisions made really have an impact on people, many of whom I know,” she said.
“I have enjoyed engaging with the community and working towards achieving great outcomes for Wangaratta and its surrounds.”
