Officers conducted Operation Compliance on Wednesday and caught 19 drivers using their phones in the Albury region.
A further 13 defect infringements were issued along with four offences for motorists failing to keep left.
Sergeant Nick Fahy said it was concerning to catch so many people on their phones.
Those caught in NSW face fines of about $330 and the loss of four demerit points.
“It’s certainly a distraction to drivers,” he said.
“We urge that drivers who need to talk on their phones stop the car or use hands-free devices.
“When we detect 19 offences for mobile phone use on one day, it’s alarming.”
The operation ran throughout NSW with nearly 1800 infringements issued to drivers across the state.
