Liam Campbell and Tyrell Ingram lowered the Aboriginal and Torres Strait islander flags that had been fluttering outside The Cube in central Wodonga.
They were designated for the role after each winning district NAIDOC awards at the start of the week.
Mr Campbell, 18, was the youth of the year, while Mr Ingram was the community person of the year.
The former was recognised for completing a traineeship at Gateway Health and helping to establish the Wodonga Koorie Youth Network.
Mr Ingram’s honour marked his full-time work as the Aboriginal liaison officer at Wodonga TAFE.
He helps nearly 140 Indigenous students, most of whom are doing health or community service courses.
Mr Ingram is also a member of the Rotary Club of Wodonga West.
About 30 people, including Wodonga councillor Danny Lowe, were at the flag event.
