Coached by Adam Beale, the youngsters scored comfortable wins over Yenda, South Tuggeranong and Wagga Magpies.
Speedy winger Phoenix Royal scored nine tries during the carnival.
Albury Thunder sent under-7, 8, 10, 11 and 12 teams to Junee on Saturday.
Wodonga, Tumut, Cootamundra, Turvey Park, Belconnen, Cowra, Leeton, Gunghalin, Wagga Brothers, Yass, Valley Dragons, Woden Rams, Hay, Tumbarumba-Batlow, West Belconnen, Griffith, Gundagai-Adelong and Narrandera also fielded teams.
Melbourne club Werribee won an under-11 division.
The carnival has been running for 75 years with NRL players Laurie Daley and Jason Lidden playing for Junee as youngsters.
