All 75 submissions received on the proposal were against the solar farm.
The matter was bound to be determined at the Victorian Civil and Administrative Tribunal in any event, as the developer chose to take the case to the tribunal when the council did not make a decision within the required 60-day timeframe.
But council staff want the official position to be against the application.
The reasons were the solar farm would use up prime agricultural land, have a negative impact on “visual amenity” and damage the historic reputation of the tourist town.
Councillors will make a decision at Tuesday’s meeting, held at the Wangaratta council chambers from 6pm.
