Ms Ley’s option of crossing the floor of parliament and supporting Labor on an to live exports has been removed with her unexpected elevation to the frontbench by new Prime Minister Scott Morrison.
Another Liberal supportive of the ban, Victorian Sarah Henderson, was also promoted.
“My personal view and conviction on the sustainability of the live sheep export trade is a matter of public record, and remains unchanged,” Ms Ley said.
“From that day I have maintained it is my wish for it to become Liberal Party policy, and to achieve this I would have to convince my party colleagues.
“Sarah and I will be seeking to meet with both minster Littleproud and the prime minister to tackle the issue when parliament resumes.”
Mr Moss is a former public servant and he has assessed whether powers available to the agriculture department make sure exporters obey regulations.
He will also consider whether an Inspector-General of livestock exports will be “useful and effective”.
