The 26-year-old, who is banned from having any alcohol in his system, pulled into a testing site on Alma Street about midday on Wednesday.
A test back at the Albury Police Station returned a reading of 0.153 and his learner permit was suspended on the spot.
The instructing driver was not charged.
Sergeant Daniel Finch said the driver would face court on September 24.
“Drink driving is not good at the best of times,” he said.
“When you’re an inexperienced driver it increases your risk of serious injury accidents.”
Sergeant Finch said it was also “concerning” that the driving instructor hadn’t recognised the learner was alcohol affected.
