An extension of the short-term contract to allow for Local Government Procurement (LGP) to independently run the long-term tender process was agreed to by council last week despite the opposition of mayor Pat Bourke.
LGP has indicated the tender process will be completed by the December council meeting, but in the event Belgravia missed out on a long-term deal it will manage the park until late January during the peak summer holiday period.
In addition, the council has agreed to $285,000 worth of works at the park in the present financial year.
Major short-term improvements required include upgraded lighting, safety improvements needed for gas supply to the park, long-standing tree works, renovations to the manager’s residence and installation of shade sail over jumping pillow.
Federation general manager Adrian Butler said the works were separate to big-ticket items proposed in a park master-plan.
“Substantial further capital improvements are needed at the park and this is something the park master-plan and a funding strategy will need to address,” he said.
“Further the eventual longer-term contract will likely require capital contributions from the managing firm under this model, once the pool project is completed, or from council if it ultimately intends to run the park itself in the longer term.”
A draft master-plan for the park was presented to a council workshop soon after elections were held in September last year, but has not been adopted.
“It was difficult to progress the plan without a better understanding of the park operation which council staff are now gaining,” Mr Butler said.
