With Dookie United and Murchison-Toolamba voting to switch from the Kyabram District Football League, the competition is set to blow out to 17 teams.
Officials are keen to play 12 and six-team competitions and hope to attract another side in the next 12 months.
The number of Murray league clubs exploded last season when Tungamah, Katandra and Shepparton East crossed over from the Picola and District league.
League general manager Dale Norman said a meeting was held earlier this week to debrief clubs on how the landscape could look for the future.
”The Murray league executive and the clubs new to the league have been meeting to form a district league under the Murray league banner,” Norman said.
“The intention from the start was to ensure their stability, maximise participation and ensure those clubs will be competitive in all grades of football and netball.
“We have 15 clubs and the aim was to attract another three to assist in forming a second-tier competition.
“After a number of meetings, two clubs – Dookie United and Murchison-Toolamba – have made the Murray league their preference for 2019.
“It’s very much in its infancy at this stage though in regards to those clubs being cleared and finalising fixtures.”
Kyabram and District presently has 14 clubs including Dookie United and Murchison-Toolamba.
Dookie United and Murchison-Toolamba want to switch to the Murray league mainly because it has four levels of football and they would be pitted against Tungamah, Katandra and Shepparton East if the second-tier league went ahead.
Norman hopes to release several fixtures in coming days to give clubs time to discuss their options.
“There are a lot of things to work through at the moment,” he said.
