The driver failed to stop at Wangaratta about 1.15pm on Thursday and hit 204km/h.
His white 2004 model Mitsubishi Magna nearly sideswiped a truck before the driver headed to Myrtleford and stole petrol from a service station.
Acting Sergeant Patrick Murray said police had received Triple-0 calls about the driving.
“His actions were reckless and stupid and it’s only pure luck that nobody was hurt,” he said.
“We encourage members of the public to call Triple-0 if they see erratic driving, as soon as they see it.”
The driver is still wanted by police.
Officers are keen to speak to witnesses.
