The members were on Greta Road in Wangaratta in the early hours of Sunday morning.
They spotted a white Subaru and tried to get the vehicle to stop.
The car took off from the police members, who are now trying to identify who was behind the wheel at the time.
The man, described as being about 30 years old and of southern European appearance, was wearing a grey hoodie.
A blonde female was sitting in the front passenger seat of the Subaru with a fluffy grey miniature poodle on her lap.
The vehicle had interstate plates on, which may have been taken from another vehicle.
A Victoria Police spokesman said information was being sought from the public.
“The NSW registration plates attached to the Subaru do not match the vehicle they are registered to, therefore the attached plates are likely to be stolen,” the spokesman said.
The attached plates were CF20KB.
Wangaratta officers are also investigating the theft of a large and distinctive white Hino truck, which has travelled more than 2000 kilometres since being hired out.
The 2017 model vehicle was rented out by a business in Mackay in Queensland on September 11.
The vehicle has not be returned to the company and has been reported as stolen.
There have been sightings in Everton and Wangaratta in recent weeks, about 2100 kilometres from the Queensland hire company.
The vehicle has distinctive markings on it with “NQ Car & Truck Rentals” emblazoned on the side in black and orange.
The truck had registration plates 810XFN attached.
The North East sightings have been reported over the past three weeks.
Police released images of the stolen Hino and Subaru on Sunday in the hopes of receiving information from members of the public.
Anyone with information about either incidents is urged to call police on (03) 5723 0888 or Crime Stoppers on 1800 333 000.
