The outlet on the corner of Borella Road and Young Street was sitting idle for several weeks before beginning trading last Saturday.
The Mobil, which includes an Xpress store, was unable to operate until a report on soil contamination at the site landed at the council.
“Council received a copy of a consultant’s report in September,” a city spokesman said yesterday.
“It found the site does not pose any unacceptable risk to human health or the environment for its intended use.
“The operator was given the all-clear to open for business on 20 September.”
