Lachlan Godfrey, 21, briefly appeared in Wangaratta Magistrates Court on Wednesday.
He has been charged with a string of offences including dangerous driving while being pursued, reckless conduct engendering life and six counts of failing to stop.
Police also allege he was driving without a licence, in an unregistered car and ran through stop signs and into the wrong side of the road.
Godfrey was arrested on Tuesday after crashing into a highway patrol car at slow speed on Mepunga Avenue, near the intersection of Phillipson Street.
He appeared in court in a black T-shirt with large Band-aids on his forehead and handcuffed behind his back.
Solicitor Nancy Battiato said Godfrey would apply for bail when the case returned to court on November 14.
