Hassan Mustafa had fought charges in the Wodonga Magistrates Court after a raid at the business, Aussie Gifts and Accessories, on August 3 last year.
The business has been raided three times.
But Mustafa has now been found guilty of running the operation during a hearing before magistrate John Murphy on Wednesday.
He was convicted and fined $10,000.
He plans to appeal the matter.
