A Roads and Maritime Services spokeswoman said the driver of the truck would be issued with a court attendance notice for breaching the load height limit.
“The maximum height for trucks operating on the Hume Highway under an oversize notice is five metres,” she said.
“The truck and load was estimated at 5.9 metres.
“Borella Road overpass has a clearance of 5.4 metres.”
The spokeswoman said the Borella Road overpass was safe, and that bridge repair designs were now being carried out.
The impact damaged three structural beams, a storm-water drain, dislodged an electrical line and also damaged parts of the highway, where the excavator fell.
RMS expects the damaged road surface on the Hume Highway will be repaired before the end of the year.
The cost of repairs has not yet be determined.
