The Liberal MP for Benambra won on preferences which were counted on Tuesday at the Victorian Electoral Commission office in High Street, Wodonga.
The VEC expected to publish the final margin on its website at 9pm on Tuesday.
Liberal Party scrutineers told Mr Tilley about 5.30pm that they were predicting he would win by up to 800 votes.
Following the distribution of independent Jenny O’Connor’s preferences, Mr Tilley was on 19,505 votes, Labor candidate Mark Tait had 10,125 and independent Jacqui Hawkins was on 11,460.
Mr Tilley said it was a relief to win what has been his most protracted campaign since winning the seat for the first time in 2006.
