The plan looks into how to improve infrastructure, accommodation and events in the region.
Albury mayor Kevin Mack said visitors to the Murray region increased over the past year, including a record number of international overnight visitors.
“This new plan sets a strong foundation for even more growth in the sector, driven by close co-operation between our two cities,” he said.
The latest update on the “two cities, one community” initiative was also presented to Wodonga Council on Monday night.
Cr Kat Bennett asked if the collaboration between councils could be used to address cross-border anomalies people face when seeking help for homelessness, often as a result of domestic violence incidents.
Mayor Anna Speedie said the issue would be taken to the Victorian and NSW cross-border commissioners.
“Particularly for our most vulnerable, that’s where we need immediately to get stuck in and get the work done,” she said.
