Returning Officer Katrina Collins confirmed the vacancy would be filled by a countback of the vacating councillor’s votes from the 2016 Wodonga City Council election, not a by-election.
“The vacating councillor’s votes will be distributed to the remaining eligible unsuccessful candidates from the 2016 election, according to voters’ preferences,” she said.
“The candidate who gains more than 50 per cent of the countback votes will be elected.”

Likely contenders based on their vote counts include former Westmont Aged Care boss Ray Snell, past chamber of commerce chief Alison Reed and ex-boutique owner Dawn George.
Ms Collins said scrutineers and interested parties may attend and observe the countback.
The result will be published at vec.vic.gov.au.
