A record 13 attended the top-class championships last January.
“I think for the youngsters from the Pacific Islands, the hosting with Border families is really special to them,” Shanahan said.
“And with social media these days, the kids keep in touch with each other through the year.
“The hospitality of the Albury-Wodonga people is just awesome towards the kids, some of them come from low socio-economic backgrounds as well, so it’s just a wonderful cultural experience.”
A host of Pacific Island nations will compete, including the Solomon Islands, American Samoa, Fiji and the Cook Islands.
The upcoming event will also feature players from South Africa, which will make its debut at the Border event.
The Margaret Court Cup starts on January 3.
