Bruce Robert Arnott was taken into custody after allegedly stealing a man's Motorola phone at Albury between 4pm and 4.25pm on Wednesday.
He was arrested and charged with larceny.
Arnott, who is a teacher at Glenroy Public School, appeared before Albury Local Court on Thursday before being sent to Nolan House.
His mental state will be examined before he returns to court, at a date to be fixed.
Arnott, who is currently homeless but had lived on Watt Place in Lavington, was also caught drink driving last Thursday and was charged with behaving in an offensive manner in or near a public place.
He had also twice breached an intervention order taken out by his former partner by driving around to her Norris Park home.
The 62-year-old attended her home in the early hours of last Thursday.
He was bailed but returned to the woman's home on Friday and honked his car horn.
Police were called to Mungabareena, after Arnott set fire to grass and scrub while trying to burn rubbish which had accumulated at his camp site.
The fire spread and firefighters were needed to extinguish the blaze, which burnt a 50-metre long area near the Murray River.
Arnott has previously had cancer and recently underwent major surgery.
