A petition was received by the council in late 2013, calling for river access to be made available on Chapples Road.
Parklands Albury Wodonga has written to the council asking for a licence to open access to the site, which is obstructed by a locked gate, cattle yards and stockpiles of broken roof tiles.
A vote will be held at Monday's council meeting on the proposal, with staff recommend councillors support the idea.
But another proposal for river access to be opened on Goynes Road will not be considered.
Parklands Albury Wodonga will undertake revegetation works if the plan receives support.
