Metricon Homes, Defence Housing Australia, Intrapac Property, Investec Australia, Lendlease Retirement Living, MAB Corporation and The Barnett Foundation have been shortlisted but the government has not yet disclosed what sites each organisation has expressed interest in developing.
The Department of Environment, Land, Water and Planning is leading the pilot and held community consultation about rezoning the 1.9-hectare site at Wodonga from public use zone (education) to general residential zone.

The former school campus has been vacant for seven years, since Wodonga South was transferred to the Southern Rise Education Centre.
The pilot does not require the development of social housing that is provided by or on behalf of the government (public housing), but “encourages the provision of affordable housing on each of the sites … the remaining dwellings on each site can be made available to the private market”.
The successful bidders are expected to be announced by mid-2019.
