Tom, who joined the Panthers from Lake Albert Bulls, dropped back to second grade earlier this month and has made scores of 129 not out and 92.
Albury's Jake Hindmarsh will also line-up for Wagga.
Wagga has been dealt a blow with NSW Country all-rounder Jonathon Nicoll and opening bat Josh Thompson unavailable.
