Plans have been submitted to Wangaratta Council, stating the need to "extend the retail offer, refresh the site and ensure future viability".
The documents propose introducing more hot and cold food and a "barista-style hot beverage service".
It would bring Wangaratta in line with the set-up at Wodonga's APCO service station.
APCO's application stated the profits from retail would be higher than those coming in from the car wash, so the change was part of its long-term business strategy.
The council will not be formally make a decision on the planning application until after March 13.
