The two AWFA outfits topped their pools in the pre-season tournament and couldn't be separated after 40 minutes and a further 10 minutes of extra time, with Wangaratta eventually prevailing 4-3 on penalties.
Both sides netted their first two attempts, before Russell denied City youngster Hamish Keatings with an excellent fingertip save.
With Wangaratta leading 4-3 after four penalties each, Russell again stood tall to deny another penalty and ensure the victory.
Devils' coach Daniel Vasilevski credited his side for sticking to the task.
"The boys played more than 120 minutes of football against five different teams and we pretty much only had two reserves," he said.
"I was very confident in Benny (Russell), he's probably the best keeper in the league."
