Culph, who went through the tournament without dropping a set, worked over his good mate who was hampered by a leg injury suffered in the semi-finals.
"It's good to win another one," Culph, 40, said.
"Coming into the tournament I wanted to be as fresh as I could playing the singles and doubles and my body held up pretty well.
"I got through Sunday really well and went from there."
Shanahan survived a match point in his semi-final win over Daniel Paveska before saluting 6-1 2-6 11-9 in a super tiebreaker.
Lewis Ahern and Ella Brown won the mixed doubles against Adrian Muscillo and Nessa Pratt 6-3 6-2.
Rory Carlyle lost the under-12 boys final to Caspian Tuckwell 6-4 6-0 while Rory Parnell went down to eventual winner James Ioannou 6-1 7-6 in the under-14 semi-finals.
