The man was intercepted on Friday during Operation Arid, which finished on Monday night.
Police spoke to the man on the Glenrowan-Myrtleford Road at Laceby after he was caught speeding at 114km/h.
He admitted to driving with his legs up to take a photo and was fined $564.
He had four kids in the car and was charged with reckless conduct endangering life.
Assistant Commissioner Stephen Leane said drug driving was also becoming more prevalent statewide, with 275 motorists caught during the weekend.
Police also caught 238 drink drivers, 179 disqualified drivers and 815 people driving unregistered vehicles.
